Social services have made a further plea for his mother to come forward, promising to give her the best care and support. The baby is eating well and in good health. Coun Maureen Rutter, cabinet portfolio holder for social inclusion and care at Gloucestershire County Council, said abandoned babies were very uncommon in the county and it was unusual for a mother not to come forward. "If she did decide to come forward, she will get every help we can possibly give her," said Coun Rutter. "She must be grieving and feeling really bad about what's happened, also she may be suffering physically and in need of medical attention. "Medical help is available, as is support for looking after the baby." The baby was discovered in litter outside the New Olympus Theatre in Barton Street by street cleaner Bernard Keveren. Police say the light blue cardigan in which he was wrapped may hold a clue to his identity, as it has splashes of green paint on the back. It was made in Portugal and sold by Toys R Us to fit children aged three to six months and police believe someone may well remember it. Coun Rutter said the mother "mustn't think that because he is going into foster care she won't be able to come forward. We are very keen to hear from her". Mark was found in a Marks and Spencer carrier bag and staff at both shops organised a collection for him. Employee Penny Appleyard said: "It was my idea after seeing it on the news. I thought it would be nice to do something for him. "We raised £136 and have bought lots of things including bibs, socks and baby clothes and donations are still coming in." Police are appealing for Mark's parents to come forward. They, and anyone else with information, should contact police on 0845 090 1234. In November 2000, baby Ben was found abandoned in Gloucester. In a statement social services said he was now happily settled within a permanent, loving, caring family. "To date no information regarding his background has come to light," it said.
