Special measures removed from Wirral Borough Council

Health Minister Jacqui Smith has removed Wirral Borough Council from the list of councils on Special Measures.

The announcement coincides with the publication of a joint review by the Social Services Inspectorate and Audit commission on social services in Wirral.

Wirral social services were placed on special measures in 1999 because they lacked strategic direction and there were concerns about the quality of management and services. Councillors, corporate and departmental managers and staff in Wirral have all responded positively and constructively to these challenges.

Overall significant progress has been made. Improved leadership, planning and management are now having a direct impact on service delivery.

Health Minister, Jacqui Smith, said:
"I am particularly pleased that specific attention has been given to services for vulnerable children. Wirral now achieve timely assessments and reviews for children in priority need.

Arrangements for looked after children have also improved significantly and new services for young people leaving care and children with complex disabilities are making a difference on the ground."

A key strategic priority for the council has been to shift the balance of services for older people from residential care to community based services. This is being achieved in partnership with health and other agencies.
