The Expert Panel on Sex Offending makes 73 recommendations for improvements in the system mosting in connection to educating children about the dangers and protection. It rejects the idea of 'naming and shaming' offenders. Lady Cosgrove, who chaired the panel, said: "This report addresses many of the complex and difficult issues which arise in relation to sex offending. "While the problem is not one which can be eradicated, I am confident that the changes proposed in this report will help to reduce the risk and improve the response to sex offending. Successful delivery will, however, depend on the commitment of all the agencies and organisations involved." The report Reducing the Risk: Improving the Response to Sex Offending follows a three-year study and is now out for public consultation until September. It is available on the Scottish Executive website.
