The leading adoption charity BAAF (The British Agencies for Adoption and Fostering) said it was delighted by the proposed reforms. And it welcomed the high profile that the Government had given adoption, especially the personal interest and commitment of the Prime Minister, Tony Blair whose father, Leo, was adopted. The White Paper was also praised by other children's charities including NCH who particularly welcomed the extra funding for post adoption support.
"The emphasis on more support for adoptive families and their children and the promised allocation of new funds will make a tremendous difference to society's most disadvantaged children. "We are also delighted at the recognition of the need for new legislation and the reduction of delays in court processes. We look forward to the translation of the White Paper into action next year." She said that the Government target for increasing adoptions of children from care by 40 per cent by 2004/5 was "realistic" but warned that adoption should only be considered for children who could not safely return home - with support if necessary - to live with their birth families. "Sadly, however, a return home is just not possible for all children and adoption provides an important opportunity for these children to have a secure and loving family life," said Ms Collier.
